I think Mare made a mistake in not choosing Cal at the end of King's Cage.    Cal was offering her a crown and the power that goes along with it. It was the best place she could have to fight for red and silver equality. Ruling and fighting beside Cal. Being a counterweight to Annabel's influence in Cal's decisions that could harm the red cause and starting to be a player in the power game.  I think Mare believes she is playing, but I still see her as a pawn.
